The Welsh club said on their website (www.swanseacity.net) that Shelvey, who spent three years at Liverpool and made 32 appearances under Brendan Rodgers last season, had signed a four-year deal at the Liberty Stadium.

He completed his medical and also discussed personal terms with the Swans today (Wednesday).

Swansea beat a host of other Premier League clubs, including Norwich City and newly-promoted Crystal Palace to the services of the 21-year-old.

The fee for the England international is believed to be dependent on a series of performance-related add-ons, with Liverpool hoping to eventually receive £6m from the transfer.

Shelvey made a total of 69 appearances for the Kops after joining in 2010, scoring seven times. He made his senior international debut in November of last year.
